Brighton And Hove

Brighton is a city where nothing is quite as it appears. The end of the line and a stone's throw from the continent, one minute it seems like an undiscovered corner of Europe, the next it reminds you of its quintessential Englishness. Like its own remarkable history, it is a city of improbable makeovers and deft sleight of hand: farmhouses transformed into palaces, stable blocks into concert halls, churches into art galleries. It is a city of bus driving poets and saxophone playing maitre d's; a place where waiters wait on that elusive three-book publishing deal, and where the underground comes up to the surface for air. Unlike most seaside towns, it is a year-round city: buoyed up by two universities and a thriving arts and culture scene. It boasts the biggest arts festival in England, and its most celebrated gay scene. It has 5 miles of coastline, 23 parks, 5 casinos, 20 bowling greens, 3450 listed buildings, 12 theatres, 26 lifeguards, 30 nightclubs, 20 art galleries, and more restaurants per head of population than anywhere else in the UK outside London.

This book considers a crucial moment in the development of English higher education, and also provides a new and comprehensive history of the early decades of Durham University. During the Age of Reform innovative ideas about the role and purpose of a university were moving at an unprecedented pace. Proposals for new institutions in all parts of the country were developing quickly and resulted in the foundation of Durham University, London University (later re-styled University College, London), and King’s College, London. While normally overshadowed by the London institutions, this book demonstrates not only that Durham attempted to produce a far broader institution than any historian has given its founders credit for, but that a remarkable attempt at a third-way in English higher education has been neglected. Matthew Andrews therefore not only provides the first fully researched account of this important national institution since 1932, but also carefully situates Durham in its contemporary context, and alongside the two other most prominent emerging institutions of that time.

The Limits of Institutional Reform in Development

The Limits of Institutional Reform in Development

Developing countries commonly adopt reforms to improve their governments yet they usually fail to produce more functional and effective governments. Andrews argues that reforms often fail to make governments better because they are introduced as signals to gain short-term support. These signals introduce unrealistic best practices that do not fit developing country contexts and are not considered relevant by implementing agents. The result is a set of new forms that do not function. However, there are realistic solutions emerging from institutional reforms in some developing countries. Lessons from these experiences suggest that reform limits, although challenging to adopt, can be overcome by focusing change on problem solving through an incremental process that involves multiple agents.

Development as Leadership-led Change

'Development as Leadership-led Change' presents the findings of the Global Leadership Initiative Research Study, which examines leadership in the change processes of fourteen capacity development interventions in eight developing countries. The paper explores what it takes to make change happen in the context of development, and in particular, the role leadership plays in bringing about change. The analysis and findings conclude that leadership manifests itself in different ways in different contexts, depending on readiness, factors that shape change, and leadership opportunities. However, the key characteristics of plurality, functionality, problem orientation, and change space creation are likely to be common to all successful leadership-led change events.

Working with the Grain

If you want to understand how politics, institutions, and policy interact with each other to produce economic success or failure - not over the very long run when we are all dead, but in the shorter run that affects us all - there are few books that pack as much insight as this one. Brian Levy is a practitioner who can theorize as well as any scholar. But the real value added of this book is the practical and pragmatic approach it brings to institutional reform." Dani Rodrik, Albert Hirschman Professor of Social Science, Institute for Advanced Study, Princeton.
