Tegelijkertijd ontstonden nieuwe inzichten over het belang van krachtige steden in de opkomende mondiale netwerkeconomie. In combinatie daarmee kwamen ook duurzaamheid, mobiliteit en kwaliteit van het landelijk gebied in relatie tot die stedelijke opgave op de agenda.
