This book examines how governments around the world responded to the health emergency created by the COVID-19 pandemic. Before vaccines became available, non-medical interventions were the main means to protect the public. Non-medical interventions were put in place by governments as public health policies. Dîvânçe’de, Lutfî Efendi’nin devletin resmî tarihçisi olması dolayısıyla tarihî unsurlar; Mevlevî tarikatı müntesibi olması dolayısıyla da dinî-tasavvufî unsurlar hâkimdir. MÜNŞEÂT-I TÜRKİYYE Ahmed Lutfî Efendi hakkında yazılmış kaynakların ismini zikretmediği bu eserin, Lutfî Efendi’nin Mekteb-i Tıbbiye-i Şâhâne’de Türkçe muallimliği yaptığı sırada hazırlanmış olduğu anlaşılmaktadır. Eserin başında yer alan kısa mukaddimede belirtildiği üzere haftanın iki günü Ahmed Lutfî Efendi’nin Tıbbiye Mektebi’nde “talim ve tahrir ettirdiği” derslerin bir araya getirilmesiyle oluşturulmuştur. Ders notları mahiyetindeki bu eser toplamda 67 dersten oluşmaktadır.
