Este libro conjuga las normas con sus efectos y, a veces, con la evaluación de los actores, los parlamentarios. Sus fuentes son los textos constitucionales y reglamentarios, principalmente, junto con los datos derivados del propio proceso de actuación del Poder Legislativo en sus distintas funciones, y también las opiniones de los parlamentarios. Este volumen representa el esfuerzo interpretativo que pretende seguir la senda de otros estudios ya clásicos sobre el tema. Pero el reto no queda allí, ya que se pretenden abrir nuevas vías en el conocimiento de la arena legislativa latinoamericana, ámbito que muestra una rica heterogeneidad que hace de todo punto inadecuado el mantenimiento de un patrón único regional y que, por consiguiente, estima que es poco fértil referirse al espacio latinoamericano como un referente omnicomprensivo.
