Berkembangnya fenomena kemunduran demokrasi serta menguatnya rezim otokrasi, menjadi titik balik optimisme perkembangan demokrasi dalam kurun waktu satu dekade terakhir. Dibandingkan dengan fenomena otoritarian di masa lalu, rezim otokrasi kontemporer justru menggerus demokrasi dengan metode yang ‘konstitusional’, terlembaga, dan halus. Salah satu yang menjadi perhatian adalah pembatasan terhadap kebebasan berpendapat, berserikat, termasuk kebebasan pers dan media. Gejala yang dapat dilihat dalam upaya reduksi kebebasan pers saat ini, di antaranya: menciptakan regulasi yang membatasi kerja jurnalis dan media, mengambil alih kepemilikan media, memanipulasi media dengan pembiayaan atau iklan, mengancam atau mengintimidasi pekerja dan organisasi media, serta penangkapan dan pembubaran organisasi pers dan media yang dianggap melawan pemerintah. Buku ini berupaya mewarnai literatur tentang keterkaitan pers, rezim dan kemunduran demokrasi, yang dapat digunakan baik dalam kajian-kajian ilmu politik, studi pemerintahan, maupun ilmu komunikasi.

This book examines the complex relations between democracy and social policy. Economic development is a necessary but not sufficient condition for welfare development. In industrial democracies, differences in the reach and organization of unions, presence of Left parties in government, and social pacts, account for much of the variation in welfare provision among countries. Social security is limited in democracies with low levels of industrialization, even though some countries with a social democratic orientation seem to have done well. Traditions of political rights, improvements in electoral competitiveness, and a pro-active judiciary may empower social movements to pressure governments in low-income democracies to introduce progressive social reforms.

This book is an in-depth empirical study of four Asian and African attempts to create democratic, decentralised local governments in the late 1980s and 1990s. The case studies of Ghana, Cote d'Ivoire, Karnataka (India) and Bangladesh focus upon the enhancement of participation; accountability between people, politicians and bureaucrats; and, most importantly, on whether governmental performance actually improved in comparison with previous forms of administration. The book is systematically comparative, and based upon extensive popular surveys and local field work. It makes an important contribution to current debates in the development literature on whether 'good governance' and decentralisation can provide more responsive and effective services for the mass of the population - the poor and disadvantaged who live in the rural areas.
