Introducing Biometric Technology in Elections

A credible voter register gives legitimacy to the electoral process and helps prevent electoral fraud. However, voter registration remains a complex and contested task. It is one of the most important activities that an electoral management body needs to conduct, but it is also one of the most costly in terms of both time and resources. Many countries that face challenges in creating an accurate voter register are considering reforming their voter registration systems through the introduction of biometric technologies. The drive towards biometrics has been facilitated by its largely apolitical nature. Investing in high-tech solutions allows stakeholders to demonstrate their commitment to resolving electoral problems. At the same time, expectations on biometric solutions may be exaggerated. This guide provides an overview of key concepts and considerations for all stakeholders involved in discussions about the application of biometrics in elections, both for voter registration before an election and for voter verification at polling stations on election day.

The September 2014 elections in Fiji was one of the most anticipated in the history of the country, coming after eight years of military rule and under a radically new constitution that introduced a system of proportional representative (PR) and without any reserved communal seats. The election was won overwhelmingly by FijiFirst, a party formed by 2006 coup leader Frank Bainimarama. He subsequently embarked on a process of shifting the political configuration of Fijian politics from inter-ethnic to trans-ethnic mobilisation. The shift has not been easy in terms of changing people’s perceptions and may face some challenges in the longer term, despite Bainimarama’s clear victory in the polls. Ethnic consciousness has the capacity to become re?articulated in different forms and to seek new opportunities for expression. This book explores these and other issues surrounding the 2014 Fiji elections in a collection of articles written from varied political, intellectual and ideological positions.

His admirers said he was a charismatic leader with a dazzling smile, a commoner following an ancient tradition of warrior service on behalf of an indigenous people who feared marginalisation at the hands of ungrateful immigrants. One tourist pleaded with him to stage a coup in her backyard; in private parties around the capital, Suva, infatuated women whispered ‘coup me baby’ in his presence. It was so easy to overlook the enormity of what he had done in planning and implementing Fiji’s first military coup, to be seduced by celebrity, captivated by the excitement of the moment, and plead its inevitability as the final eruption of long-simmering indigenous discontent. A generation would pass before the consequences of the actions of Fiji’s strongman of 1987, Sitiveni Rabuka, would be fully appreciated but, by then, the die had been well and truly cast. The major general did not live happily ever after. No nirvana followed the assertion of indigenous rights. If anything, misadventure became his country’s most enduring contemporary trait.
