L’11 de maig de 1971 es va constituir la delegació d’Òmnium del Tarragonès amb Josep Anton Baixeras com a primer president. Les reunions inicials tenien lloc a cases particulars i al Club de Joves. Les primeres seus van ser en un despatx de l’edifici dels Pares Caputxins, un espai a la Cooperativa Obrera i, posteriorment, a la Llibreria de la Rambla. D’aquests inicis de l’entitat fins al dia d’avui han passat cinquanta anys.
