The Practice and Problems of Transnational Counter-Terrorism
The attacks of 9/11 kickstarted the development of a pervasive and durable transnational counter-terrorism order. This has evolved into a vast institutional architecture with direct effects on domestic law around the world and a number of impacts on everyday life that are often poorly understood. States found, fund and lead institutions inside and outside the United Nations that develop and consolidate transnational counter-terrorism through hard and soft law, strategies, capacity building and counter-terrorism 'products'. These institutions and laws underpin the expansion of counter-terrorism, so that new fields of activity get drawn into it, and others are securitised through their reframing as counter-terrorism and 'preventing and countering extremism'. Drawing on insights from law, international relations, political science and security studies, this book demonstrates the international, regional, national and personal impacts of this institutional and legal order. Contesting Patriotism
During war, space for debate shrinks. Narrow ideas of patriotism and democracy marginalize and silence opposition to militarism abroad and repression at home. Although powerful, these ideas encounter widespread resistance. Analyzing the official statements of 15 organizations from 1990-2005, the authors show that the U.S. peace movement strongly contested taken-for-granted assumptions regarding nationalism, religion, security, and global justice. Contesting Patriotism engages cutting-edge theories in social movements research to understand the ways that activists promote peace through their words. Concepts of culture, power, strategy, and identity are used to explain how movement organizations and activists contribute to social change. International Intelligence Cooperation and Accountability
This book examines how international intelligence cooperation has come to prominence post-9/11 and introduces the main accountability, legal and human rights challenges that it poses. Since the end of the Cold War, the threats that intelligence services are tasked with confronting have become increasingly transnational in nature – organised crime, the proliferation of weapons of mass destruction and terrorism. The growth of these threats has impelled intelligence services to cooperate with contemporaries in other states to meet these challenges. While cooperation between certain Western states in some areas of intelligence operations (such as signals intelligence) is longstanding, since 9/11 there has been an exponential increase in both their scope and scale. This edited volume explores not only the challenges to accountability presented by international intelligence cooperation but also possible solutions for strengthening accountability for activities that are likely to remain fundamental to the work of intelligence services.
