The NASA Advisory Council Task Force on the Shuttle-Mir rendezvous and docking missions examine a number of specific issues related to the Shuttle-Mir program. Three teams composed of Task Force members and technical advisors were formed to address the follow issues: preliminary results from STS-71 and the status of preparations for STS-74; NASA's presence in Russia; and NASA's automated data processing and telecommunications (ADP/T) infrastructure in Russia. The three review team reports have been included in the fifth report of the Task Force. This book documents highlights of NASA's interactions with outside scientific advisors over the agency's full lifetime and draws lessons from that history for research managers, decision makers, and scientists.The book is divided into three parts--the first two being focused on history and the third on synthesis and analysis. Part 1 briefly examines early forerunner activities at NACA and in the decade leading up to NASA's formation, and it then considers NASA's use of outside advice during its first three decades. Part 2 picks up the story in 1988 and follows it up to 2016. Part 3 examines a sampling of case studies, discusses recurring characteristics of notably successful advisory activities, and provides a glimpse at what past experience might imply for the future of scientific advice at NASA. The last two chapters provide big-picture summaries of themes that have emerged from earlier discussions.
Agencies participating in the International Space Exploration Coordination Group (ISECG) continue to advance a long-range international exploration strategy that begins with the International Space Station (ISS) and expands human presence in the solar system, leading ultimately to human missions to explore the surface of Mars.The Global Exploration Roadmap, first released in September 2011, has been updated in August 2013 to reflect updated agency plans and programmes as well as continue to facilitate stakeholder engagement in the effort to chart an international roadmap to Mars. Ever since the completion of the Apollo program, there has been a lack of consensus about the future of human spaceflight. The Columbia tragedy in February 2003 rekindled public debate about this question. In November 2003, the Space Studies Board and the Aeronautics and Space Engineering Board organized a workshop to explore aspects of the question, what should be the principal purpose, goals, and priorities of the U.S. civil space program? This report presents a factual summary of that workshop, which identified past lessons learned and guiding principles for the future of the civil space program. Seven broad themes emerged from the workshop, and these themes are highlighted in the report. The report also presents discussions of strategies for the human spaceflight program and guiding principles of and boundary conditions for a 21st century space policy.
From February 27 through March 2, 2007, the NASA Advisory Council Science Committee conducted the “Workshop on Science Associated with the Lunar Exploration Architecture” at the Fiesta Inn Resort in Tempe, Arizona. The workshop was planned and timed to feed into ongoing efforts by NASA's Lunar Architecture Team (LAT) to develop an exploration architecture for the return of humans to the Moon by 2020 in accordance with the Vision for Space Exploration (VSE) and the NASA Authorization Act of 2005. Space Nuclear Propulsion for Human Mars Exploration identifies primary technical and programmatic challenges, merits, and risks for developing and demonstrating space nuclear propulsion technologies of interest to future exploration missions. This report presents key milestones and a top-level development and demonstration roadmap for performance nuclear thermal propulsion and nuclear electric propulsion systems and identifies missions that could be enabled by successful development of each technology.
