It is based on work performed during four IMF staff visits spanning a 15-month period from January 2003 to March 2004. The analysis and recommendations of this book contribute to informing the debate about economic policies, in particular, and about the broader issues that will shape Kosovo’s future.

The Social Safety Net in Albania

This paper reviews the developments in the social safety net system of Albania since the beginning of its economic adjustment program in mid-1992 through the third quarter of 1995. It shows that the social safety net system was quickly reformed, and that this allowed Albanian authorities to support the most needy groups of the population with income transfers. Notwithstanding the low administrative costs, the social safety net system is not financially sustainable. Expenditures are not balanced with revenues, and the gap cannot be closed in the short-run. Poor targeting of the benefits and administrative loopholes spur expenditures. Revenue growth is hindered by low compliance with the social security contributions. The paper concludes with some suggestions for addressing this issues.

This Selected Issues paper and Statistical Appendix on Ireland examines the productivity growth in Irish traded and nontraded goods, and provides some rough estimates of the sort of wage and inflation differentials that would be predicted by a Balassa–Samuelson framework under certain growth assumptions for the future. The paper provides a framework for judging what sort of wage growth and inflation could be sustained over the medium term without leading to a loss of competitiveness. The paper also analyzes the conduct of fiscal policy over 1988–96, and compares the development of the authorities’ estimates of the state budget’s fiscal impulse with the development of the IMF staff’s estimates of changes in the non-petroleum, general government structural balance.
