O trabalho analisa debates acerca da usura ocorridos na primeira metade do século XX no Brasil, com enfoque nos artigos do Jornal do Commercio/RJ e na jurisprudência do Supremo Tribunal Federal. Para tanto, desenvolve conceitos propedêuticos, como os termos "juro" e "usura", experiências importantes que versaram sobre a usura como em Atenas e Roma antigas e na Idade Média e no início da Idade Moderna na Europa, além de obras que foram muito influentes no tema. É abordada especificamente a construção sobre o entendimento da usura no Brasil, inclusive nas Ordenações Afonsinas, Manuelinas e Filipinas, Lei de 24 de outubro de 1832, Código Comercial de 1850 e na Consolidação das Leis Civis de Augusto Teixeira de Freitas e, sobretudo, através de notícias veiculadas no Jornal do Commercio/RJ, acontecimentos relacionados ao tema, como o advento do Código Civil de 1916, a Revolução de 1930 e a ascensão de Vargas, a Crise do Café, a Lei da Usura, o Decreto-Lei no 869 de 1938 e o Tribunal de Segurança Nacional, além das Constituições de 1934, 1937 e 1946 e analisada a jurisprudência do Supremo Tribunal Federal sobre o tema durante o período.
