The second edition of Corruption and Government updates Susan Rose-Ackerman's 1999 book to address emerging issues and to rethink old questions in light of new data. The book analyzes the research explosion that accompanied the fall of the Berlin Wall, the founding of Transparency International, and the World Bank's decision to give anti-corruption policy a key place on its agenda. Time has vindicated Rose-Ackerman's emphasis on institutional reform as the necessary condition for serious progress. The book deals with routine payoffs and with corruption in contracting and privatization. It gives special attention to political corruption and to instruments of accountability. The authors have expanded the treatment of culture as a source of entrenched corruption and added chapters on criminal law, organized crime, and post-conflict societies. Optimal Sharing Strategies in Dynamic Games of Research and Development
This paper builds a theoretical foundation for the dynamics of knowledge sharing in private industry. In practice, research and development projects can take years or even decades to complete. We model an uncertain research process, where research projects consist of multiple sequential steps. We ask how the incentives to license intermediate steps to rivals change over time as the research project approaches maturity and the uncertainty that the firms face decreases. Such a dynamic approach allows us to analyze the interaction between how close the firms are to product market competition and how intense that competition is. If product market competition is relatively moderate, the lagging firm is expected never to drop out and the incentives to share intermediate research outcomes decreases monotonically with progress. However, if product market competition is relatively intense, the incentives to share may increase with progress. These results illustrate under what circumstances it is necessary to have policies aimed at encouraging cooperation in R&D and when such policies should be directed towards early vs. later stage research.
Competition, Innovation, and Antitrust
This book reviews recent progress in the theory of oligopoly and market leadership and provides new results on the theory of Stackelberg competition and Nash competition with strategic investment under endogenous entry. These theories are applied to models of competition in quantities, prices and to patent races. Kant’s Theory of Value
In explicit form, Kant does not speak that much about values or goods. The reason for this is obvious: the concepts of ‘values’ and ‘goods’ are part of the eudaimonistic tradition, and he famously criticizes eudaimonism for its flawed ‘material’ approach to ethics. But he uses, on several occasions, the traditional teleological language of goods and values. Especially in the Groundwork and the Critique of Practical Reason, Kant develops crucial points on this conceptual basis. Furthermore, he implicitly discusses issues of conditional and unconditional values, subjective and objective values, aesthetic or economic values etc. In recent Kant scholarship, there has been a controversy on the question how moral and nonmoral values are related in Kant’s account of human dignity. This leads to the more fundamental problem if Kant should be seen as a prescriptvist (antirealist) or as subscribing to a more objective rational agency account of goods. This issue and several further questions are addressed in this volume.
