Race and the Making of American Liberalism traces the roots of the contemporary crisis of progressive liberalism deep into the nation's racial past. Horton argues that the contemporary conservative claim that the American liberal tradition has been rooted in a "color blind" conception of individual rights is innaccurate and misleading. In contrast, American liberalism has alternatively served both to support and oppose racial hierarchy, as well as socioeconomic inequality more broadly. Racial politics in the United States have repeatedly made it exceedingly difficult to establish powerful constituencies that understand socioeconomic equity as vital to American democracy and aspire to limit gross disparities of wealth, power, and status. Revitalizing such equalitarian conceptions of American liberalism, Horton suggests, will require developing new forms of racial and class identity that support, rather than sabotage this fundamental political commitment.

A revolution in the measurement and reporting of government performance through the use of published metrics, rankings and reports has swept the globe at all levels of government. Performance metrics now inform important decisions by politicians, public managers and citizens. However, this performance movement has neglected a second revolution in behavioral science that has revealed cognitive limitations and biases in people's identification, perception, understanding and use of information. This Element introduces a new approach - behavioral public performance - that connects these two revolutions. Drawing especially on evidence from experiments, this approach examines the influence of characteristics of numbers, subtle framing of information, choice of benchmarks or comparisons, human motivation and information sources. These factors combine with the characteristics of information users and the political context to shape perceptions, judgment and decisions. Behavioral public performance suggests lessons to improve design and use of performance metrics in public management and democratic accountability.

From its prehistory in the biological theories of racial difference formulated in the 1800s to its current position in academic debate, Richard Rees investigates the diverse fields of scholarship from which the multifaceted understanding of the term ethnicity is derived. At the same time, Rees traces the broader historical forces that shaped the needs to which the concept of ethnicity responded and the social purposes to which it was applied. Centrally, he focuses upon the emergence of ethnicity in the early 1940s as a means of resolving contradictions and ambiguities in the racial status of European immigrants and its subsequent legacy and implications on race and caste.
