World Economic Outlook, October 1989

This paper highlights that after two years of rapid growth in 1987 and 1988, there are now signs that the economic expansion in industrial countries is moderating to more sustainable rates. Inflation pressures have built up over 1988, reflecting high levels of resource utilization as well as certain temporary factors, but monetary conditions have been tightened substantially. Although the risk of a dangerous acceleration of inflation still exists, it appears to have diminished somewhat. Growth has also been strong in many developing countries, particularly exporters of manufactures.

Current Developments in Monetary and Financial Law, Volume 2

The papers published in this volume are based on an IMF seminar held in 2000 that covered a broad range of topics on monetary and financial law, such as the liberalization of capital movements, data dissemination, responsibilities of central banks, and the IMF’s goals in financial surveillance and architecture. Participants addressed recent issues in the financial sector, including those related to payment systems and supervision of financial institutions. Updates dealt with Internet banking, bank secrecy, and currency arrangements-including dollarization. Participants discussed the recent activities of the other international financial institutions, which included the European Central Bank and the International Finance Corporation. Prevention of financial crises was also discussed, with reference to the distinct roles of the IMF and the private sector.

In the middle of 1985 Argentina and Israel launched frontal attacks on inflation which succeeded in reducing it drastically during the first year without very significant costs in employment and output. Despite basic differences in the countries’ structures, the programs were similar in their design and their effects. This paper covers some of these similarities in the implementation and the results of the two stabilization programs, and analyzes the rationale of the underlying conception of the plans. The focus is on the strategy for the transitional period, and the ability of the programs to sustain price stability.
