El presente trabajo responde al ejercicio de investigacion con estudiantes universitarios donde el docente Over Humberto Serrano Suarez viene laborando, alli se pretende definir la seguridad humana y a su vez enmarcar la seguridad democratica que se implemento en el gobierno del expresidente Alvaro Uribe Velez en Colombia, donde se deja puntos de vista en pro y contra en su desarrollo y resultados. La obra busca contribuir al debate donde tiene incidencia aspectos de derechos humanos, medio ambiente y referencias de conflicto y de paz. Se considera primordial la academia como un escenario donde todos tienen la posibilidad de buscar, encontrar y definir la seguridad humana conforme a percepciones de vida y de caracter teorico, ello no obsta para reconocer la sencillez del escrito que se deja a la posibilidad de ser enriquecido y proyectado a un libro mas denso con el comentario de sus lectores. El mismo constituye la posibilidad de mostrar la dinamica de la investigacion formativa que se sigue en las universidades Colegio Mayor de Cundinamarca, Libre y Gran Colombia como la inquietud que surgio del curso de educacion de derechos humanos realizado en el IIDH Costa Rica."

Waking from the Dream
When the postwar boom began to dissipate in the late 1960s, Mexico's middle classes awoke to a new, economically terrifying world. And following massacres of students at peaceful protests in 1968 and 1971, one-party control of Mexican politics dissipated as well. The ruling Institutional Revolutionary Party struggled to recover its legitimacy, but instead saw its support begin to erode. In the following decades, Mexico's middle classes ended up shaping the history of economic and political crisis, facilitating the emergence of neo-liberalism and the transition to democracy. Waking from the Dream tells the story of this profound change from state-led development to neo-liberalism, and from a one-party state to electoral democracy. It describes the fraught history of these tectonic shifts, as politicians and citizens experimented with different strategies to end a series of crises. In the first study to dig deeply into the drama of the middle classes in this period, Walker shows how the most consequential struggles over Mexico's economy and political system occurred between the middle classes and the ruling party.
The Struggle against Enforced Disappearance and the 2007 United Nations Convention
Enforced disappearance is one of the most serious human rights violations. It constitutes an autonomous offence and a crime under international law on account of its multiple and continuing character. It is not a phenomenon of the past, nor is it geographically limited to Latin America: such scourge is widespread today and on the increase in other continents. For more than twenty-five years, relatives of disappeared people worldwide have insisted on the pressing need for an international legally binding instrument against enforced disappearances. 2006 is the year of the adoption of the International Convention on the Protection of All Persons from Enforced Disappearances, which represents the result of several legislative and jurisprudential developments that are duly analyzed in this book. The Convention has been opened for signature in February 2007.
