Bolivia’s forest resources are of global importance, its main forest areas are located in subtropical and tropical regions. There is severe deforestation going on in the lowlands at a rate of approximately 200,000 ha per year, whilst forest degradation mostly concerns montane forests. Cattle ranching is the most important direct driver of deforestation, followed by mechanized agriculture at medium- and large-scale level, mainly for the production of soy bean, and finally small-scale agriculture. Underlying causes of deforestation include, among others, the opening of the agricultural economy to international markets and the weakness of institutions in charge of controlling land use. Fr...

Highlights Zero-deforestation commitments are emerging rapidly in Indonesia. They already encompass a large portion of crude palm oil production and almost all the pulp and paper (P&P) sector; typically, they reflect the values of the “no-deforestation, no-exploitation (social) and no-peat” policies. These commitments depend on definitions of ‘forests’ for their identification and conservation, which in turn rely on methodologies such as High Conservation Value and High Carbon Stock.Early implementation has revealed that the palm oil sector is facing a number of governance challenges to achieve commitments: the legal framework is not systematically supportive of the pledges, and the gover...

This volume queries the state and effect of the global decentralization movement through the study of natural resource decentralizations in Africa, Asia and Latin America. The case studies presented here use a comparative framework to characterize the degree to which natural resource decentralizations can be said to be taking place and, where possible, to measure their social and environmental consequences. In general, the cases show that threats to national-level interests are producing resistance that is fettering the struggle for reform.

Several studies have analyzed the situation of the forestry sector in Ecuador, with different focus. For instance, Owen and Thiel (2006) assess the influence of policies on the economic dynamics of the forestry sector. Ibarra et al. (2008) explore the implications of forestry legislation in small-scale forest management by smallholders. Añazco et al. (2010) adopt a more comprehensive perspective to consider the current problems faced by the forestry sector and indicate the challenges to advance towards sustainable forest management. Unlike these, the analysis here is centered in the dynamics of timber harvesting in the Amazon undertaken by smallholders, colonists and indigenous people, and their relations with the domestic timber market. The most relevant studies on related issues were focused on describing the internal uses and trade flows of timber (Wunder, 1996), as well as the timber value chains with a national perspective (Ministerio del Ambiente del Ecuador, 2011).

The Forest Law Enforcement, Governance and Trade (FLEGT) Action Plan, launched in 2003, is the European Union’s (EU) response to the global fight against illegal logging. In particular, FLEGT aims at reducing trade in illegal timber between the EU and timber producer partner countries.

Historically, the policy framework in Brazil has played a decisive role in shaping land use and changes in the rural landscape. Over the last three decades, the country has made impressive gains on socioeconomic, environmental and rural development policy fronts. Nonetheless, an overall analysis of Brazil’s policy framework pertaining to land use shows contradictions and constraints that need to be addressed in the long run. One such contradiction is given by disparities in rural credit and finance policies, with greater amounts favoring large-scale farming as opposed to family farming, despite the key role of smallholders in food production and job creation, and still low resources allocat...
