Partnership Communities
We undertake the first quantitative and broadly comparative study of the structure and performance of partnership communities to our knowledge. Our study addresses several important research questions. How connected are the members of partnership communities? How can we understand the quality of the projects a community undertakes? How do political institutions shape their structure and performance? After defining partnership communities as networked communities of private firms which form the consortia that enter into long-term contractual arrangements with governments, we show how they are affected by government demand for partners. We then provide an overview of those factors predicting success in financing projects. Finally, we focus on the political economy of partnership communities. We develop and test theoretical predictions about how national institutions shape partnership communities and the quality of projects. We also investigate voters' preferences over alternative arrangements of infrastructure delivery before drawing out implications for research and practice.
Mapping Behavioral Public Policy
This book provides a new perspective on behavioral public policy. The field of behavioral public policy has been dominated by the concept of ‘nudging’ over the last decade. As this book demonstrates, however, ‘nudging’ is one of many behavioral techniques that practitioners and policymakers can utilize in order to achieve their goals. The book discusses the advantages and disadvantages of these alternative techniques, and demonstrates empirically how the impact of ‘nudging’ and ‘non-nudging’ interventions are often dependent on varying political contexts and the degree of trust that citizens have toward policymakers. In doing so, it addresses the important question of how citizens understand and approve of the use of behavioral techniques by governments. The book will appeal to all those interested in public management, public policy, behavioral psychology, and ‘nudging’.

Public Administration and Democracy
This Element argues for a complementarity principle – governance values should complement political values – as a guide for designing the structures and procedures of public administration. It argues that the value-congruity inherent in the complementarity principle is indispensable to administrative responsibility. It identifies several core democratic values and critically assesses systems of collaborative governance, representative bureaucracy, and participatory policymaking in light of those values. It shows that the complementarity principle, applied to these different designs, facilitates administrative responsibility by making the structures themselves more consistent with democratic principles without compromising their aims. Organizing and Institutionalizing Local Sustainability
This Element explores the role of public managers as designers. Drawing from systems-thinking and strategic management, a process-tracing methodology is used to examine three design processes whereby public managers develop strategies for adapting to climate change, build the requisite capabilities and evaluate outcomes. Across three cases, the findings highlight the role of managers as 'design- oriented' integration agents and point to areas where additional inquiry is warranted. Redefining Development
In 2015, Old Fadama, the largest informal community in Accra, was a government 'no-go zone.' Armed guards accompanied a participatory action research team and stakeholders as they began an empirical research project. Their goals: resolve wicked problems, advance collaboration theory, and provide direct services to vulnerable beneficiaries. In three years, they designed a collaboration intervention based on rigorous evidence, Ghana's culture and data from 300 core stakeholders. Sanitation policy change transformed the community, and government began to collaborate freely. By 2022, the intervention was replicated in Accra, Kumasi and eleven rural communities, providing health services to more than 10,000 kayayei (women head porters) and addressing complex challenges for 15,000 direct and hundreds of thousands of indirect beneficiaries.
