Twenty-five years later, this report reviews its operation in the light of evidence from a wide range of people and groups with varied experience of the process, and also of developments in secular practice. It recommends changes in order to ensure that the process is open and transparent, and is seen to be "fair, thorough, representative and effective". The report: also reviews the operation of the Crown Appointments Commission; considers the "pool" from which those nominated to diocesan sees are drawn and the means by which the views of the vacant diocese are made known to the commission; and highlights the distinction between the Crown's nomination of one of the candidates chosen by the Commission and the church processes. An essay entitled "Towards a theology fo choosing bishops" and an historic survey of the choosing of bishops in the early church and in the Church of England informs the thinking of the report and offers important background material.
