Deliberation and Development
Deliberation is the process by which a group of people, each with equal voice, can - via a process of discussion and debate - reach an agreement. Deliberation and Development attempts to do two things. First, it rethinks the role of deliberation in development and shows that it has potential well beyond a narrow focus on participatory projects. Deliberation, if properly instituted, has the potential to have a transformative effect on many if not all aspects of development, and especially in addressing problems of collective action, coordination, and entrenched inequality. This has broad implications both at the global and local level. Second, the book demonstrates that taking deliberation seriously calls for a different approach to both research and policy design and requires a much greater emphasis on the processes by which decisions are made, rather than an exclusive focus on the outcomes. Deliberation and Development contributes to a broader literature to understand the role of communicative processes in development.
Kerala: the Development Experience
At a time when disillusion with neo-liberal development nostrums is mounting, alternative models of development are being revisited. Kerala's 30 million people may not have experienced rapid growth in GDP per capita, but they have for the past several decades achieved a remarkable social record in terms of adult literacy, infant mortality, life expectancy, stabilising population growth, and narrowing gender and spatial gaps.What are the implications of the disjuncture between human development and economic growth? What are the political, social and cultural factors responsible for Kerala's success? Does its human development record necessarily relate to sustainability in environmental terms? Rethinking Democracy
For years, intellectuals have argued that, with the triumph of capitalist, liberal democracy, the Western World has reached “the end of history.” Recently, however, there has been a rise of authoritarian politics in many countries. Concepts of post-democracy, anti-politics, and the like are gaining currency in theoretical and political debate. Now that capitalist democracies are facing seismic and systemic challenges, it becomes increasingly important to investigate not only the inherent antagonism between liberalism and the democratic process, but also socialism. Is socialism an enemy of democracy? Could socialism develop, expand, even enhance democracy? While this volume seeks a reappraisal of existing liberal democracy today, its main goal is to help lay the foundation for new visions and practices in developing a real socialist democracy. Amid the contradictions of neoliberal capitalism today, the responsibility to sort out the relationship between socialism and democracy has never been greater. No revival of socialist politics in the twenty-first century can occur without founding new democratic institutions and practices.
