Historisch ausgehend von der Geheimhaltungstradition der Verwaltungspraxis sowohl in Deutschland als auch in China zeigt die vorliegende rechtsvergleichende Studie auf, wie der verwaltungsverfahrensabhängige Informationsanspruch als eine institutionelle Ausprägung des Grundsatzes der Öffentlichkeit im Rahmen der Hinwendung zur Verwaltungsöffentlichkeit in den beiden Staaten entstanden und entwickelt worden ist. Nach einer detaillierten dogmatischen Darstellung der rechtsnormativen Ausgestaltung eines solchen Anspruchs in den beiden Staaten geht die rechtsvergleichende Arbeit insbesondere darauf ein, wie die aktuellen chinesischen Regelungen umgestaltet werden könnten.
