Bulgaria's Democratic Institutions at Thirty
Thirty years after Bulgaria’s democratic breakthrough, this book provides a “balance sheet” of the country’s democratic institutions through a number of interdisciplinary contributions. The volume is organized around three themes—democratic institutions, civil society, and European Union (EU) processes—and examines such topics such as voting, political parties, populism, media, civil society organizations, identity, and the rule of law. While the contributors argue that Bulgaria’s democracy is successful in terms of the procedural norms of democracy, civic participation, and compliance with EU rules, they also identify serious problem areas. Bulgaria’s democratic institutions struggle with obstacles such as populist Euroscepticism, political elitism, corruption, and a lack of political accountability, though this volume fully acknowledges the historical development of Bulgarian democracy, including its achievements and continuing setbacks.

Crimilegal Orders, Governance and Armed Conflict
Comprehensively laying out the concept of crimilegality, this book presents a novel perspective on the relationship between what is conventionally termed organised crime and political order in the contemporary developing world. In hybrid crimilegal orders the moral, normative and social boundaries between legality and illegality-criminality are blurred, and through the violation of the official law, the illegal-criminal sphere of social life becomes legitimate and morally acceptable, while the legal turns illegitimate and immoral. Several examples of crimilegality and crimilegal governance in Colombia and Nigeria, including in relation to armed conflict termination, are used to illustrate these complex processes.
Private Actors and Security Governance
The privatization of security understood as both the top-down decision to outsource military and security-related tasks to private firms and the bottom-up activities of armed non-state actors such as rebel opposition groups, insurgents, militias, and warlord factions has implications for the state's monopoly on the legitimate use of force. Both top-down and bottom-up privatization have significant consequences for effective, democratically accountable security sector governance as well as on opportunities for security sector reform across a range of different reform contexts. This volume situates security privatization within a broader policy framework, considers several relevant national and regional contexts, and analyzes different modes of regulation and control relating to a phenomenon with deep historical roots but also strong links to more recent trends of globalization and transnationalization. The Kremlin Playbook 2
In The Kremlin Playbook 2: The Enablers, the CSIS Europe Program and the Center for the Study of Democracy explored whether some of these jurisdictions and companies could be enabling forces that amplify Russian malign economic influence in some countries in Europe. The study analyzed the following case study countries: Austria, Czech Republic, Italy, Montenegro, the Netherlands, and Romania. The report shows that some countries facilitate or enable Russian malign economic influence, and by doing so these enablers actively participate in the weakening and discrediting of their own democratic structures. The Kremlin Playbook 2 concludes that Russian malign economic influence and illicit finance operate in a financial gray zone that is a clear and present danger to U.S. national security as well as transatlantic security. To push back against this threat, the United States and its European allies must take decisive action to limit Russia’s malign behavior in their financial systems. Only transparency and enforcement of our rule of law can guarantee trust in the system and rebuild confidence in democratic institutions.
