Big data policing
Nieuwe technologieën ontwikkelen zich sneller dan ooit, en dat creëert tegelijk kansen en uitdagingen voor het politiewerk. Politiediensten worden vandaag geconfronteerd met enorme hoeveelheden data, soms gestructureerd, maar veelal in ongestructureerde vorm. Om de grote hoeveelheden data te beteugelen, is het aanwenden van nieuwe methoden en technieken onontbeerlijk. Hoe implementeert men deze nieuwe methoden en technieken op een verantwoorde manier? Hoe kan men de efficiëntie en effectiviteit ervan beoordelen? En hoe verhoudt dit zich tot (bestaande en toekomstige) rechtstatelijke waarborgen? Het gebruik van artificiële intelligentie en big data staat centraal in dit Cahier, maar het gaat niet uitsluitend over de praktische toepassingen hiervan. Discretionaire ruimte in de handhaving

Handhavingswerk, en politiewerk in het bijzonder, gebeurt binnen een welomlijnd kader van wet- en regelgeving en – theoretisch gezien – zou de interactie met de burger ook vanuit dat kader verlopen. Politie en wetenschap
De politiepraktijk verhoudt zich niet vanzelfsprekend tot wetenschappelijk onderzoek. Het traditionele beeld is dat van de wetenschappers in de ivoren toren op grote afstand van de politieagenten op straat. Wetenschappers zijn dan vooral bezig met kennisvragen, terwijl het de politieagenten gaat over het nut van onderzoek voor de praktijk. De afgelopen twee decennia is er veel veranderd in de relatie tussen politie en wetenschap. De academische waardering voor praktijkkennis is toegenomen en er wordt in toenemende mate onderzoek gedaan in en met de praktijk. Binnen de politie is het belang van een wetenschappelijke onderbouwing van beleid en uitvoering toegenomen. De politie is een kennisintensieve uitvoeringsorganisatie geworden, maar de verhouding tussen politiepraktijk en wetenschappelijk onderzoek is nog niet uitgekristalliseerd. In dit Cahier wordt op basis van concrete voorbeelden getoond welke kansen en risico’s zich voordoen met het oog op de – verwachte of gewenste – toekomstige verhouding tussen beide domeinen.
