This book explains why the EU is not a ‘normative actor’ in the Southern Mediterranean, and how and why EU democracy promotion fails. Drawing on a combination of discourse analysis of EU policy documents and evidence from opinion polls showing ‘what the people want’, the book shows EU policy fails because the EU promotes a conception of democracy which people do not share. Likewise, the EU’s strategies for economic development are misconceived because they do not reflect the people’s preferences for greater social justice and reducing inequalities. This double failure highlights a paradox of EU democracy promotion: while nominally emancipatory, it de facto undermines the very transitions to democracy and inclusive development it aims to pursue.
Much of the literature on the emerging role of the EU as a non-proliferation actor has only a minimal engagement with theory. This collection aims to rectify this by placing the role of the EU in the non-proliferation of nuclear weapons within an analytical framework inspired by emerging literature on the performance of international organisations.
This book analyses trends and changes in the European Union’s (EU) humanitarian aid policy, by focusing on the performance of Non-governmental Organisations (NGOs). NGOs have developed strong relationships with international institutions but have also maintained direct interaction with EU member states. The result is a multi-layered process in which national interests, common values, universal principles and global duties meet and interact. By combining a deepening of the theoretical debate with the use of empirical data on the funding of NGO projects by EU institutions and member states, the book significantly furthers our understanding of the complex relationship between these actors. This book analyses why the Ukrainian state established asylum laws and policies in the thirty years since 1991, even though the number of asylum seekers was very low. International and non-governmental organisations transferred international asylum norms to Ukraine. Various state and non-state actors participated in this process, translating, spreading, and resisting those norms. In many cases, legislative adoption was driven by domestic politicians’ pursuit of recognition by international organisations, such as the European Union and the Council of Europe, and by their desire to meet conditionality requirements. NGOs sought to influence administrative practices, alternating between confrontational and conciliatory, formal and informal approaches, and often relying on personal contacts. Actors used and shifted between scales in order to transfer norms or resist transfer. In the process, they produced, renegotiated, and confirmed those scales. For instance, NGOs resorting to the European Court of Human Rights to prevent refoulement placed the European scale above the national scale. This book offers a new multi-actor and multi-scalar analysis of policy transfer.
This book considers the environmental policies that the EU employs outside its borders. Using a systematic and coherent approach to cover a range of EU activities, environmental issues, and geographical areas, it charts the EU’s attempts to shape environmental governance beyond its borders. Key questions addressed include: What environmental norms, rules and policies does the EU seek to promote outside its territory? What types of activities does the EU engage in to pursue these objectives? How successful is the EU in achieving its external environmental policy objectives? What factors explain the degree to which the EU attains its goals? Deepening regionalism in Asia demands new leadership. Strong elites who are committed to a supranational identity are a minimum requirement of successful regionalism. Regional leaders are increasingly seen as a new set of leaders in Europe. Currently, Asian regional leaders largely come from the diplomacy community, or trade and economic sectors. Yet further regionalization demands a new type of leadership from civil society and citizens. In this context it is important to cultivate new regional leadership through the development of regional citizenship. This book examines contested ideas of regionalism in Asia with a particular focus on two competing ideas of pan-Asianism and Pacificism. It also identifies a new trend and contestation, the fundamental shift from a civilization understanding of regionalism to a technocratic and functional understanding of regionalism in the form of regulatory regionalism.
