Berdasarkan pengalaman dan informasi yang sering muncul di surat kabar dan media televisi bahwa banyak sekali pejabat-pejabat pemerintahan "tersandung" kasus korupsi, dimana mereka tidak tahu peraturan perundang-udangan.
