This book examines the right to education for migrant children in Europe between 1949 and 1992. Using West Germany as a case study to explore European trends, the book analyzes how the Council of Europe and European Community’s ideological goals were implemented for specific national groups. The book starts with education for displaced persons and exiles in the 1950s, then compares schooling for Italian, Greek, and Turkish labor migrants, then circles back to asylum seekers and returning ethnic Germans. For each group, the state entries involved tried to balance equal education opportunities with the right to personhood, an effort which became particularly convoluted due to implicit biases. When the European Union was founded in 1993, children’s access to education depended on a complicated mix of legal status and perception of cultural compatibility. Despite claims that all children should have equal opportunities, children’s access was limited by citizenship and ethnic identity.

Once a rare phenomenon, multiple state membership and multinational citizenship has become almost commonplace with the rise in transnational mobility. This compilation analyses transnational participation focusing mainly on the interests of individual people and their transnational networks. The focus lies on the perceptions, attitudes, experiences and views on membership and participation of people with dual/multiple citizenship and individuals with multinational background who hold a single citizenship. Eight contributions present findings from the international research project Dual Citizenship, Governance and Education: A Challenge to the European Nation-State (DCE) conducted in 2002-2006 in Britain, France, Portugal, Germany, Finland, Greece, Estonia, and Israel.

This book explores the causes and consequences of the discursive and legal construction of the Hungarian transborder nation through the institutionalization of non-resident citizenship and voting. Through the in-depth analysis of Hungarian transborder and diaspora politics, this book investigates how the political engagement of non-resident Hungarians impacts inter- and intra-state ethnic relations. In addition, the research also explores how institutional changes and shifting discursive strategies reify and redefine ethnic belonging narratives and the self-perception of Hungarians living outside the country. The research uses a multidisciplinary qualitative methodology which includes institutional (historical, rational choice and sociological) analysis, discourse analysis as well as interpretive methods. Through the inventive application of multiple methodologies, the book goes beyond the mostly institutional/legal analysis dominant in the study of citizenship.
This collection explores mobile childhoods: from Latvia and Estonia to Finland; from Latvia to the United Kingdom; from Russia to Finland; and cyclical mobility by the Roma between Romania and Finland. The chapters examine how east-to-north European family mobility brings out different kinds of multilocal childhoods. The children experience unequal starting points and further twists throughout their childhood and within their family lives. Through the innovative use of ethnographic and participatory methods, the contributors demonstrate how diverse migrant children’s everyday lives are, and how children themselves as well as their translocal families actively pursue better lives. The topics include naming and food practices, travel, schooling, summer holidays, economic and other inequalities, and the importance of age in understanding children’s lives. Translocal Childhoods and Family Mobility in East and North Europe will be of interest to students and scholars across a range of disciplines, including sociology, anthropology and human geography.
