Public Human Resource Management: Strategies and Practices in the 21st Century offers a novel take on public human resource management (PHRM) by providing practical guidance for practitioners operating in a drastically reformed HR environment. Author R. Paul Battaglio assesses how the traditional practice of public HR has changed—and not necessarily for the better--by looking at new material on human resource information systems, managing motivation in the public sector, and public HR management education (a topic rarely found in contemporary PHRM texts). Public Human Resource Management is an essential guide to managing and navigating the challenges and opportunities posed in the changing landscape of HR reform.

Good Enough for Government Work

American government is in the midst of a reputation crisis. An overwhelming majority of citizens—Republicans and Democrats alike—hold negative perceptions of the government and believe it is wasteful, inefficient, and doing a generally poor job managing public programs and providing public services. When social problems arise, Americans are therefore skeptical that the government has the ability to respond effectively. It’s a serious problem, argues Amy E. Lerman, and it will not be a simple one to fix. With Good Enough for Government Work, Lerman uses surveys, experiments, and public opinion data to argue persuasively that the reputation of government is itself an impediment to govern...

Dialog between practitioners and academics has increasingly become the exception rather than the rule in contemporary public administration circles. Bridging the gap between theory and practice, Debating Public Administration: Management Challenges, Choices, and Opportunities tackles some of the major management challenges, choices, and opportunities of the twenty-first century facing public managers across various subfields of public administration. Informed by contemporary pressures on public managers to reconceptualize purpose, redefine administrative rationality, recapitalize human assets, reengage resources, and revitalize democratic constitutionalism, the book offers students, practiti...

More Than Mayor Or Manager

More than Mayor or Manager offers in-depth case studies of fourteen large U.S. cities that have considered changing their form of government over the past two decades. The case studies shed light on what these constitutional contests teach us about different forms of governmentùthe causes that support movements for change, what the advocates of change promised, what is at stake for the nature of elected and professional leadership and the relationship between leaders, and why some referendums succeeded while others failed. --

This book describes the administrative system of Bhutan. Divided into two main parts, the first part of the book describes the Bhutanese public administration by examining the various paradigms and ideal types of public administration. Chapters examine the paradigms and ideal types in the field of public administration, and the paradigm concept helps in explaining the dynamics and the interaction of the application of public sector reforms within the context of the ideal types. Based on the historical and recent reforms, the Bhutanese administrative system has been mapped onto the ideal type typology to show hybridity with a mix and layering of characteristics of paradigms. The second part of the book examines the dynamics of implementing and evaluating the Position Classification System (PCS). This part includes chapters which evaluate the PCS and discusses the dynamics of the reform. It synthesizes the findings of the implementation of the PCS and connects it to the broader discussions on public sector reforms. It discusses the trajectory of public sector reform and the points of convergences and divergences within this trajectory.

The profiles themselves cover a wide range of public service professionals at the local, state, and federal levels, and are written by a distinguished cast of authors.
