In this report, the concept and procedures of hydronomic (hydro water + nomus management) zones are introduced. A set of six hydronomic zones are developed and defined based on key differences between reaches or areas of river basins. These are the: Water Source Zone, Natural Recapture Zone, Regulated Recapture Zone, Stagnation Zone, Final Use Zone, and Environmentally Sensitive Zone. The zones are defined based on similar hydrological, geological and topographical conditions and the fate of water outflow from the zone. In addition, two conditions are defined which influence how water is managed: whether or not there is appreciable salinity or pollution loading; and whether or not groundwater that can be used for utilization or storage is present. Generic strategies for irrigation for four water management areas, the Natural Recapture, Regulated Recapture, Final Use, and Stagnation Zones, are presented. The Water Source Zone and Environmentally Sensitive Zone are discussed in terms of their overall significance in basin water use and management.
In the context of the institutional reform of Pakistan’s irrigation and drainage sector, a study f farmers’ perceptions of the experience of social mobilization for participatory irrigation management was carried out. To test the viability of farmers’ participation in irrigation management, he Pakistan Program of the International Irrigation Management Institute (IIMI1) had organized the Water User Federations (WUF) and 80 Water User Associations (WUA) at the Bareji and Heran Distributaries and the Dhoro Naro Minor of the Left Bank Outfall Drain (LBOD) Project area in the indh Province between 1995 and 1997.
Following the dissolution of the former Soviet Union and the collapse of existing trade arrangements, the newly independent states of Central Asia were left with the task of developing their own independent market economies. The region has undergone tremendous economic and social changes including significant agricultural reform mainly targeted at privatizing large collective farms that were established during the Soviet era. These reforms include the establishment of smaller private and cooperative farms in order to improve the efficiency and equity of existing production systems. Within Uzbekistan, this move to privatize farms has, in the majority of cases, led to declining productivity and net incomes. However, there have been instances where privatized farms and smaller collectives have been able to capitalize on these changes and perform at levels exceeding the norm. This Report identifies the key attributes of these successful farms that have been termed ''bright'' spots.
This publication records the proceedings of the Country Safeguard Systems (CSS) Regional Workshop on April 2012 at the Asian Development Bank (ADB) headquarters. Discussions focused on the evolution, current status, and future directions of CSS, and the CSS partnership between developing member countries (DMCs) and development partners. Participants from 15 DMCs and 10 multilateral and bilateral agencies discussed the significant convergence of CSS with international best practice achieved in the past 2 decades, particularly environmental assessment and involuntary resettlement practices, and remaining challenges, including filling gaps in legal frameworks, building implementation capacity, and ensuring stakeholder engagement. DMCs expressed their desire to further strengthen CSS through policy dialogue, technical assistance, and South–South cooperation. Representatives of ADB, the Australian Agency for International Development, Japan International Cooperation Agency, and the World Bank confirmed their readiness to collaborate in providing assistance to advance CSS.
The papers in this volume were presented at the first National Workshop on the Status and Future Directions of Research pertaining to the water sector in Sri Lanka, held at the Bandaranaike Memorial International Conference Hall, Colombo, Sri Lanka during 4-6 November, 1998. The aim ofthe conference was for policy makers and senior water managers in Sri Lanka to share and discuss the findings, implications and uses of current research dealing with any aspect of water, and to prioritize future research needs, develop a national water research strategy and initiate a network of water researchers in Sri Lanka and abroad to carry out relevant research in the future. In selecting papers for the conference, priority was given to those authored by persons who had limited opportunities to disseminate their research findings or share empirical experiences. Although the main language of the conference was English, authors were specifically encouraged to present papers in either Sinhala or Tamil.
The Japan Scholarship Program (JSP) was established in 1988 to provide well-qualified citizens of developing member countries an opportunity to undertake postgraduate studies in economics, management, science and technology, and other development-related fields at 27 educational institutions in 10 countries in Asia and the Pacific. Between 1988 and 2012, Japan contributed around $135 million to the JSP. A total of 2,966 scholarships have been awarded to recipients from 35 member countries, 1,045 of whom are women. Of the total, 2,627 scholars have already completed their courses. An average of 150 scholarships are being awarded each year.
India is a large country with regional differences in per-capita water supply and demand. Attempts to describe the water situation in India at a national level are often misleading due to the tremendous diversity in the water situation across the country. This Report analyzes the spatial variation of water supply and demand across river basins in India. The study identifies basins that are water-scarce because of inadequate water availability to meet the effective demand. It also identifies issues that are important for estimating the future water demand and for the formation of policy for future water-resources development and management.
This report analyzes the economics of alternative microirrigation technologies ranging from low-cost drip and sprinkler systems to the capital-intensive systems, the determinants of adoption of microirrigation technology, the poverty outreach of the different microirrigation systems, and the sustainability implications of microirrigation adoption.
