This book sheds light on structural drivers that led to the Chinese omnipresence in African infrastructure markets and offers a strategic-relational approach to the study of African agency in Sino-African infrastructure encounters. Case studies cover the Tanzania-Zambia Railway Authority (TAZARA), Zambia’s road sector as well as Tanzania’s Bagamoyo port and Standard Gauge Railway. It is shown that African (state) agency in the infrastructure sector is contingent upon dynamic state-society relations and distinct political-economic contexts and constraints. The book problematises contradictions related to infrastructure debt, the emergence of Sino-African public-private partnerships and the intensifying geopolitics-cum-geoeconomics of infrastructure across Africa.
This book examines the Southern Indian Ocean corridor as a geographic, geological, and atmospheric space, taking a critical oceanic humanities approach while never losing sight of the land and water interface. Using a range of disciplinary approaches and materials, Gupta and de Araújo hydrate territorial and land-based imaginations of the Southern African region by conceptualizing its oceanicity as a fluid and more than human materiality, synthetic situation, and geopolitical nexus. With a diverse set of case studies, they explore a variety of conceptual framings and methodologies, including science-technology-society studies, tourism and heritage studies, history, and international relations (IRs) – among others. The contributors cover a complex and vast imaginative geography, cross-cutting Portuguese, German, and British colonial traces in the region, and exploring land, water, and submerged spaces, from coastal towns and bridges to islands and archipelagos. A fresh approach to thinking about Atlantic and Indian Ocean coastlines in a relational and scalar manner for scholars across a range of disciplines focussed on Southern Africa.
Artificial intelligence (AI) is now mediating, and in some cases seen to be controlling, key urban services and infrastructures, thus becoming a prominent feature of the contemporary city. As portrayed in recent studies, the “autonomous city” can be understood as a city where urban artificial intelligences perform tasks and take on roles which have traditionally been the domain of humans. At stake in these debates are questions related to the meaning and ongoing role of intelligence, for both humans and machines. While autonomous cars transport people, service robots run shops, drones deliver goods and city brains govern entire cities, humans are redefining the meaning of what “smart” means in the city and what role the human being may play in future urban spaces. With humans shifted to new sectors of the economy or pushed aside by algorithms and robotic agents creating new ways of seeing and governing the city, we raise the question as to whether or not cities are becoming more autonomous from human experience in the sense that their operation does not rely as much on human inputs anymore.
