This volume is the proceedings of the Symposium entitled, "Work, Organizations and Technological Change" which was held in Garmisch-Partenkirchen, West Germany, 14-19 June 1981. The meeting was sponsored by the Special Panel on Systems Sciences of the NATO Scientific Affairs Division. In proposing this meeting the Symposium Directors built upon several preceding NATO conferences in the general area of personnel systems, manpower modelling, and organization. The most recent NATO Conference, entitled "Manpower Planning and Organization Design," was held in Stresa, Italy in 1977. That meeting was organized to foster research on the interrelationships between programmatic approaches to personnel planning within organizations and behavioral science approachs to organization design. From that context of corporate planning the total internal organizational perspective was the MACRO view, and the selection, assignment, care and feeding of the people was the MICRO view. Conceptually, this meant that an integrated approach was needed if all the dimensions of such problems within private and public organizations were to corne out correctly.
In September 1980, the Special Programme Panel on Systems Sciences of the North Atlantic Treaty Organization (NATO) sponsored an Advanced Research Institute (ARI) on "Systems Analysis in Urban Policy-Making and Planning" which was held at New College, Univer sity of Oxford, from 21st to 27th September. This week-long meeting brought together 35 invited delegates from most countries of the NATO Alliance to discuss the impact which syst~ms analysis has had and is likely to have on urban affairs. The manuscript was submitted to the publisher in June of 1982. Although the goal of the ARI was to assess the impact of urban systems analysis as seen through the eyes of those closely involved in such work, the meeting also addressed opportunities for future research and development, and therefore in this book we have attempted to synthesize discussions at the meeting with this in mind. But before we describe the structure of this book, it is worth recounting in a little more detail the intentions and organi zation of the meeting, for this has had an important effect on the type of papers produced here, the way they have been written, and the issues they address.

There are some types of complex systems that are built like clockwork, with well-defined parts that interact in well-defined ways, so that the action of the whole can be precisely analyzed and anticipated with accuracy and precision. The meeting was sponsored by the Research Committee of the Human Resource Planning Society (HRPS). This collection of articles aspires to be a permanent record of ideas which are likely to become important determinants in the future of management sciences. These papers were initially presented at the first session on Multiple Criteria Decision Making QMCDM) organized under the auspices of The Institute of Management Sciences (TIMS). All works were prepared by leading spokesmen for three generations of OR/MS change agents. Special mention must be made of the dynamic role which Professor Martin K. Starr played in organizing the program of the TIMS XXII International Meeting. In May, 1973, Professor Starr, who was President of TIMS and Program Chairman of the Kyoto conference, requested me to chair the MCDM session. Throughout the long period of formative inter change, Dr. Starr demonstrated his full and continuing support of both the event and the MCDM field. On July 25, 1975, surrounded by the rocky gardens of the Kyoto International Conference Hall (KICH), located on the shore of Takaraga Ike, we engaged in a day-long discussion of MCDM. Our "talk together in Kyoto" was a professional experience of the highest intensity for participants, speakers and audience alike.
