A theory that the behavior of nations to one another is a result of their differences and similarities in attributes has been tested on 1955 data. This paper reports a retest of this theory on 1963 data. The model interprets differences and similarities as implacable forces like gravity and centrifugal force which the nation cannot alter and which affect its behavior regardless of its history, culture, or other unique characteristics. A second model interprets differences and similarities as general forces modified in their impact on behavior by the unique characteristics of each nation. A retest of this model was consistent with previous findings in showing an ability to explain around fifty percent of the variation in international behavior. (Author).

US Defence Strategy from Vietnam to Operation Iraqi Freedom examines the thirty-year transformation in American military thought and defence strategy that spanned from 1973 through 2003. During these three decades, new technology and operational practices helped form what observers dubbed a 'Revolution in Military Affairs' in the 1990s and a 'New American Way of War' in the 2000s. Robert R. Tomes tells for the first time the story of how innovative approaches to solving battlefield challenges gave rise to non-nuclear strategic strike, the quest to apply information technology to offset Soviet military advantages, and the rise of 'decisive operations' in American military strategy. He details...

Technological Innovation in Legacy Sectors

Resistance by vested interests to disruptive technological innovation limits growth, sustainability and the creation of quality jobs in more than two thirds of the US economy. This book uses a new, unifying conceptual framework to identify the shared features underlying structural obstacles to innovation in major legacy sectors: energy, air and auto transport, the electric grid, construction, health care delivery and higher education.

Space Technology Export Controls and International Cooperation in Outer Space

  • Categories: Law

Export controls definitively impact international cooperation in outer space. Civil and commercial space actors that engage in international endeavors must comply with space technology export controls. In the general discourse, members of the civil and commercial space community have an understanding of their domestic export control regime. However, a careful reading of the literature on space technology export controls reveals that certain questions relevant to international engagements have not been identified or answered. What is the legal-political origin of space technology export controls? How do they relate to the current international legal structure? What steps can be taken to evolv...
