Economic Growth and Poverty

This single-volume compilation offers an insight to some of the most important questions economists and policymakers have been grappling over. A substantial amount of research has been carried out using cross-country regression models, resulting in a better and improved understanding of the linkage between economic growth and poverty reduction. The literature on cross-country regressions, however, has led to conflicting conclusions. Based on a selection of influential papers, and prefaced by a critical review of the literature, this collection covers an array of relevant topics and thought-provoking material. Scholars who envision a world free of extreme poverty will find this volume particularly valuable.

This paper explores the relation between economic growth and poverty, and develops the methodology to measure separately the impact of changes in average inccome and income inequality on poverty. This decomposition provides a link between macro economic adjustment policies and poverty which is discussed in the context of the adjustment experience of Cote d'Ivoire. The issue of targeting a poverty alleviation budget is shown to be related to the poverty decomposition proposed in the paper. The methodology proposed is applied to the data taken from the 1985 Living Standards Survey in Cote d'Ivoire.

Poverty Reduction and Growth

"That raising income levels alleviates poverty, and that economic growth can be more or less effective in doing so, is well known and has received renewed attention in the search for pro-poor growth. What is less well explored is the reverse channel: that poverty may, in fact, be part of the reason for a country's poor growth performance. This more elabborated view of the development process opens the door to the existence of vicious circles in which low growth results in high poverty and high poverty in turn results in low growth. Poverty Reduction and Growth is about the existence of these vicious circles in Latin America and the Caribbean about the ways and means to convert them into virt...

To capitalise on the new international resolve epitomised by COP21 and the agreement on the universal Sustainable Development Goals (SDGs) requires a renewed effort to promote new policy thinking and new approaches to the great challenges ahead. Responding to new challenges means we have to adopt more ambitious frameworks, design more effective tools, and propose more precise policies that will take account of the complex and multidimensional nature of the challenges. The goal is to develop a better sense of how economies really work and to articulate strategies which reflect this understanding. The OECD’s New Approaches to Economic Challenges (NAEC) exercise challenges our assumptions and...

This public policy brief analyzes the current economic climate in light of recent data and commentary. The authors' approach rests upon a Keynesian framework in which departures from full employment can persist even in the long run. Moreover, monetary policy matters in our view, but fiscal policy and finance are more central to the problem of stabilizing a modern economy. In keeping with Wynne Godley's stock-flow consistent approach to macroeconomics, levels of debt and financial imbalances play a central role in our analysis through good times and bad. Problems with private-sector debt are a subtle and important matter, which we interpret through the lens of Hyman P. Minsky's financial frag...
