Marcado por uma produção cultural latente, pela tradição cultural e pelo fato de muitas vezes se enquadrar na vanguarda de novos formatos e linguagens artísticas audiovisuais, o Estado de Minas Gerais não fica de fora da discussão acerca do incentivo público à cultura. As legislações estaduais de incentivo à cultura surgem na década de 1990 e a proli-feração de recursos e mecanismos se deu ao longo dos anos. Em pouco tempo, porém, os recursos se tornaram insuficientes para atender toda a demanda dos projetos culturais apresentados. Os recursos destinados ao setor de audiovisual no Estado pelos mecanismos federais de incentivo à cultura são tão significativos que foi implantado um programa específico pela Secretaria de Estado de Cultura. Em razão das peculiaridades do setor, o questionamento levantado para a realização do presente trabalho foi a existência de reciprocidade de poderes entre os produtores culturais do setor audiovisual, tendo em vista que esta é necessária para a tomada de decisões políticas num processo democrático.
