What if modern society put a priority on the material security of its citizens and the ecological integrity of its resource base? What if it took ecological constraint as a given, not a hindrance but a source of long-term economic security? How would it organize itself, structure its industry, shape its consumption? Across time and across cultures, people actually have adapted to ecological constraint. They have changed behavior; they have built institutions. And they have developed norms and principles for their time. Today's environmental challenges—at once global, technological, and commercial—require new behaviors, new institutions, and new principles. In this highly original work, T...

Why does the EU deal with some issues but not others? This is the central question of this book dedicated to agenda-setting processes in the EU. Through a comparison of EU and US policy agendas and the analysis of four case studies in environmental and health policy, this book offers a new understanding of how policy issues come onto the EU agenda.

Understanding the European Union's External Relations

The European Union is one of the world's biggest economies. However, its role as an international actor is ambiguous and it's not always able to transform its political power into effective external policies. The development of an 'assertive' European Union challenges the image of an internal project aimed at economic integration and international relations theories based on unitary state actors. This book systematically links the EU's external relations to existing political theories, showing how existing theories need to be modified in order to deal with specific characteristics of the EU as an international actor.

Adopting a broad conceptualization of foreign and security policy, the book examines the role of the High Representative as chair of the Foreign Affairs Council and in her/his capacity as Vice President of the European Commission to assess different patterns of integrated efforts in EU foreign and security policies. In this way, it presents a new perspective from which institutional practices in this specific area can be examined. This contribution is particularly valuable for scholars and students of EU foreign and security policy; of external relations of the EU; of international relations more in general; and of EU integration and politics. At the same time, the book contributes to the empirical understanding of two EU policies that have recently been at the centre of the debate among scholars, policy analysts and practitioners, namely the EU enlargement towards the Western Balkans and the EU Neighborhood Policy and Eastern Partnership.

Justice and Home Affairs

This study aims to portray the conditions for the transposition of EU standards into the internal security of applicant states, with a focus on Turkey. The analysis evaluates the conditions that determine the EU’s success in effecting changes in the internal security of Turkey. Campaigns against organised crime, terrorism and drugs were selected as case studies to make an assessment of different policy domains under Justice and Home Affairs (JHA). In doing so, this study aims to explore how the EU operates the external dimension of JHA in applicant states, and under which conditions the EU is able to ensure alignment with JHA. Numerous interviews were conducted with officials at security institutions and public agencies in Turkey as well as in the EU as part of the analysis. Legislation, government decisions, internal training documents, strategy papers and security assessment reports were also reviewed to uncover the influence of the EU on Turkey. This book will add value to studies undertaken in academia focusing on EU-Turkey relations, JHA and the fight against transnational crime.
