"Frontier of Faith" examines the history of Islam-especially that of local "mullahs," or Muslim clerics-in the North-West Frontier. A largely autonomous zone straddling the boundary of Pakistan and Afghanistan, the Tribal Areas was established as a strategic buffer zone for British India, and the resulting autonomy allowed local mullahs to assume roles of tremendous power. After Partition in 1947, the Tribal Areas maintained its status as an autonomous region, and for the next fifty years the "mullahs" supported armed mobilizations in exchange for protection of their vested interests in regional freedom. Consequently the Frontier has become the hinterland of successive, contradictory "jihads" in support of Pashtun ethnicism, anti-colonial nationalism, Pakistani territorialism, religious revivalism, Afghan anti-Soviet resistance, and anti-Americanism. The authors of Culture, Conflict and Counterinsurgency contend that an enduring victory can still be achieved in Afghanistan. However, to secure it we must better understand the cultural foundations of the continuing conflicts that rage across Afghanistan and neighboring Pakistan, and shift our strategy from an attritional engagement to a smarter war plan that embraces these cultural dimensions. They examine the nexus of culture, conflict, and strategic intervention, and attempt to establish if culture is important in a national security and foreign policy context, and to explore how cultural phenomena and information can best be used by the military. In the process they address just how intimate cultural knowledge needs to be to counter an insurgency effectively. Over the past two hundred years, two great processes have shaped Muslim societies: Western domination and the industrial capitalism that came with it, and the Islamic revival that preceded the Western presence but came to interact significantly with it. In this book, Francis Robinson considers the challenges Western dominance has offered key aspects of Muslim civilization, particularly in the context of South Asia, which in the nineteenth century moved from being a receiver of influences from the rest of the Muslim world to being a transmitter of influences to it. Robinson also considers aspects of the Muslim revival and how they have come to shape, in various ways, Muslim responses to Western dominance.
