近年來「韌性」(resilience)的概念已在國際上被廣泛應用,儘管「韌性」一詞在不同學科領域中都有其強調的層面,但廣泛而言,一種具有韌性的社會發展模式,可以被解釋為一個回應全球化與全球環境變遷的多重變化挑戰下,能保持動態修正進而尋求新穩定狀態以及回應未知變化的能力(response to changes)。 本研討會之目標,即試圖探討與聚焦對於「韌性社會」更為廣泛與彈性的認知及發展方法,其內涵應包括:永續、包容、成長、創新、生產力、連結性、承受性、文化、能力與實踐等多種面向,及其彼此間複雜的有機結合。更進一步地,亦希望將研討之範疇擴展到對於「邊陲地區與偏鄉」(對應到南臺灣與屏東)的韌性社會發展模式,強調一種不同於核心都會區的發展邏輯,目標是能建構出更多更為友善與宜居的韌性社會相關論述,形成一種可能的特色模式或典範。
