Public participation has become a core element of modern constitution-building. Robust participation is credited with a range of benefits—from improving individual behaviours and attitudes to democracy to shaping elite bargaining dynamics, improving constitutional content, and strengthening outcomes for democracy and peace. Yet it is not well understood whether and how public participation can achieve these ends. Much of what we think we know about participatory constitution-building remains theoretical. No two processes are alike, and there is no agreed definition of what constitutes a ‘participatory process’. Yet national decision-makers must contend with the key question: What does a robust participation process look like for a particular country, at a particular time, in a particular context? What considerations and principles can be derived from comparative experience to guide decisions? This Policy Paper unpacks the forms and functions of public participation across different stages of the constitution-building process and considers the ways in which public engagement can influence the dynamics of the process, including political negotiations.

This technical guide is a product of the fruitful collaboration between FAO and UINL (MoU signed in 2016) which led to illustrate that the preventive administration of justice and notaries, as independent public legal officers, can play a key role in achieving the VGGT recommendations. By exercising their function responsibly and implementing best practices, practitioners in the preventive administration of justice can make a considerable contribution to improving the living conditions of citizens worldwide, to achieving sustainable livelihoods, housing security, rural development and environmental protection for the benefit of all citizens. The guide advocates for responsible governance of tenure through the use of the VGGT. It identifies challenges and showcases good practices. Preventive justice is analyzed to assess its contribution to the responsible governance of tenure. VGGT are used as an inspiration for the practice of preventive justice. All stakeholders are finally invited to cooperate and engage in advocacy.
En este libro se analiza la situación actual de las Fábricas de Artes y Oficios de la Ciudad de México. Estas fábricas constituyen una de las políticas culturales más exitosas en nuestro país. La primera de ellas abrió sus puertas hace 18 años en el Oriente de la Ciudad de México. Posteriormente se inauguraron cuatro más que se articularon en la Red de Faros de la Ciudad de México. Al publicarse este libro, dos más están construcción. Esta expansión se debe a su éxito pero también implica hacer un corte de caja para dar cuenta de sus alcances y limitaciones, pero sobre todo para intentar aprehender el modelo de atención e intervención cultural que en ellas opera con diferentes matices. Este libro no es un manual; ante todo es un ejercicio reflexivo cuyo objetivo central es contribuir a la consolidación y expansión de estas fábricas que además de descentralizar la cultura inciden directamente en la construcción de ciudadanías plenas, tan necesarias y fundamentales para la democracia mexicana.
La Agenda 2030 para el Desarrollo Sostenible representa una hoja de ruta que puede guiar en el proceso de adaptación de los actores del desarrollo, que no son sólo el gobierno federal, los estados y los municipios, también participan las alianzas de múltiples interesados, alianzas público-privadas para el desarrollo, así como universidades y comunidades epistémicas, entre otros. This book is a review of research on the prehistoric and historic evolution of the Basin of Mexico’s lacustrine systems. Based on this review, the book presents a model of long and short-term natural lacustrine dynamics as the basis for understanding the processes of human adaptation and transformation of the aquatic ecosystems of the Basin of Mexico. Although only remains of the former lakes exist, the book stresses the importance of the knowledge of the former natural and cultural history of the lakes. In this sense, the book addresses the misconceptions and misinterpretations of the lakes that still exist in the literature and the media and that do not reflect the real nature of the lakes in the past. Therefore, the book attempts to not only feed into the local knowledge of the lakes, but also contribute to the worldwide knowledge of lacustrine dynamics and human populations that lived in and around them. The book should be of interest to geographers, geologists, archaeologists, natural historians and environmental scientists, civil engineers, city planners and those involved in the management of natural resources.
The field of gender and politics has continuously grown, becoming more interdisciplinary and engaging with issues, context and people from all around the world. Because of this, new emerging approaches and studies challenge embedded notions, ideas and preconceptions of how the world is meant to be studied and understood. It is particularly true for studies on women and their engagement in political affairs. How should institutions conceptualize women in order to advance rules and mechanisms that favor women? What roles do representatives have on the making of gender equality? When women are legislating, which are the consequences of the approved legislation?
