For decades F. H. Cardoso has been among the most influential of Latin American scholars, his writings on globalization, dependency, and politics having reached a world-wide audience. This book, the third by Cardoso to appear in English, is the first to incorporate essays written during his tenure as president of Brazil. The transformation of Cardoso's economic and political approach is nowhere better documented than in this broad-ranging collection of writings that span Cardoso's early theoretical work through his pragmatic agenda for Brazil in a rapidly changing world economy. Wendy Hunter explores civil-military relations in Brazil following the transition to civilian leadership in 1985. She documents a marked, and surprising, decline in the political power of the armed forces, even as they have remained involved in national policy making. To account for the success of civilian politicians, Hunter invokes rational-choice theory in arguing that politicians will contest even powerful forces in order to gain widespread electoral support. Many observers expected Brazil's fledgling democracy to remain under the firm direction of the military, which had tightly controlled the transition from authoritarian to civilian rule. Hunter carefully refutes this conventional wisdom by demonstrating the ability of even a weak democratic regime to expand its autonomy relative to a once-powerful military, thanks to the electoral incentives that motivate civilian politicians. Based on interviews with key participants and on extensive archival research, Hunter's analysis of developments in Brazil suggests a more optimistic view of the future of civilian democratic rule in Latin America.
This book was written to give scholars an opportunity to examine selected issues in health communication. There are many challenges in health communication, such as the shortage of evaluations on social marketing interventions, the need for a framework to easily apply social marketing practices to campaigns, and the difficulty of applying theory to improve communication. To address these challenges, the four chapters, including an introductory chapter, introduce several health communication topics, including social marketing, the application of theory, and message design to promote social communication. Readers can expect concise topic overviews with clear steps and examples of how to apply the methods discussed in each chapter.
This book is the result of a collective re¬flection among scholars from 8 federations and decentralized countries (Argentina, Australia, Brazil, Canada, Ethiopia, Germany, Italy, Mexico) who sought to update approaches and arguments on federalism in a post-COVID-19 scenario. Brazil has a very peculiar tax collection power distribution and revenue sharing system, that splits three way the consumption tax, giving taxation powers over goods circulation to the States, over services to the Municipalities and over production to the Union. The Brazilian State circulation of goods tax, whose regulations require unanimity to incentives and benefits concessions, even though the 27 Brazilian States development state are disparate, generates a "fiscal war" / State competition that costs 30 billion Brazilian Reais (6 billion Swiss Francs) yearly and the attempts at settling State Competition are clearly failing, while Switzerland, which has a similar political organization, seems to have a reasonable and functional system. This dissertation, requirement for the obtaining the title of Doctor in International Tax law, takes a case study approach to compare these two systems, specifically taxable events, financial transfer mechanisms and their rules to avoid State / Canton tax competition to assess if the Swiss system for tax collection power distribution and revenue sharing is a feasible solution to reduce the adverse effects of State tax competition in Brazil.
