Criada em 1944, no fim de um período ditatorial, que havia, de diferentes modos, fortalecido a atuação do Estado, a FGV herdou a missão que vinha sendo desempenhada pelo Departamento Administrativo do Serviço Público (Dasp), desde 1937, de profissionalizar a administração pública.
