Sejatinya peran negara adalah untuk menciptakan kesejahteraan (welfare state) dan perlindungan (protection) termasuk kepada konsumen Muslim, maka sesungguhnya tujuan tersebut merupakan state interests/al-maṣlaḥah al-dauliyyah.
