In particular, we would like to recognize and thank Prof. Joshua L. Heazlewood – our now former Field Chief Editor, for his commitment, support and enthusiasm for the Plant Science field. Josh’s dedication and leadership has helped Frontiers in Plant Science become the most cited journal in the field with a strong editorial community. Looking forward, we’re excited to welcome Prof. Yunde Zhao, as our new Field Chief Editor in 2021. Having been with Frontiers in Plant Science since 2017, Yunde has contributed extensively to the development of the journal and will continue to ensure the journal goes from strength to strength.

In June 2004, top leaders from Guangdong and the surrounding eight provinces of Guangxi, Yunnan, Sichuan, Guizhou, Hainan, Hunan, Jiangxi, and Fujian, together with those of the Special Administrative Regions of Hong Kong and Macao, met in Hong Kong, Macao, and Guangzhou and gave birth to Pan-PRD regional grouping (hence the shorthand of "9+2"). This book studies the establishment, amid much fanfare, of this new regional grouping, and its roots in the interaction between globalization and regionalization.
Based on in-depth field research conducted in China between 2019 and 2023, this book raises a concept of “rightful control” and demonstrates a new means of dispute resolution used by the Chinese Communist Party (CCP) through digital technology and its impact on state-society relations. The author argues that when rightful control relies more on means beyond law and policy, it not only fails to construct an image of a responsible state but also leads to the counterproductive result of creating new conflicts that may bring social instability and threaten regime legitimacy. The study explains why digital technology could only perform a limited role in strengthening social control, which adds a new dimension to state-society relations in China from the perspective of digital governance.
