Daraus resultiert ein asymmetrisches Machtverhältnis zugunsten der großen Staatskonzerne in der Politikgestaltung. Während die Staatskonzerne anhand der Industriepolitik hohe Markteintrittsbarrieren gegenüber ihren Konkurrenten errichten, müssen sich Industriepolitiker an die Anforderungen der Staatskonzerne anpassen. Infolgedessen wird Chinas Industriepolitik faktisch von den Staatskonzernen vereinnahmt.
