Crafting an African Security Architecture

The humanitarian crises caused by civil conflicts and wars in Africa are too great in scope for an adequate and effective continental response. The founding of the African Union and the drafting of the Responsibility to Protect doctrine, the basis for collective action against genocide, ethnic cleansing and crimes against humanity makes this a critical time to reflect on how best to address regional conflicts. This book responds to new regional conflicts over health, water, land and food security in the world's poorest, most socially fragmented continent. The work assesses African regional security arrangements and provides new policy recommendations for the future.

The Influence of the Type of Dominant Party on Democracy

Dominant parties and democracies – are they really strange bedfellows? Malte Kaßner sheds light on the relation between one-party dominance and democracy from a comparative perspective. The study examines the key question how different types of dominant parties influence democracy in multicultural societies with the help of two case studies: South Africa and Malaysia. Both countries are characterized by an ethnically, linguistically and religiously plural society. The author analyses the two dominant parties African National Congress (ANC) and United Malays National Organization (UMNO) and their implications on democracy in the two countries. The outcome suggests that one-party dominance per se cannot be assessed as beneficial or harmful for democratic development. Rather, dominant parties deserve a stronger analytical differentiation. Causal patterns contribute to such a differentiation.

Hegemony Constrained

In the post-cold war era, the United States has risen to a position of unprecedented dominance in the world and has often pursued a primarily unilateral approach to international policy issues. Hegemony Constrained examines how nations, ethnic and religious groups, and international organizations cope with American hegemony. The chapters reveal the various ways in which foreign actors attempt and sometimes succeed in keeping official Washington from achieving its preferred outcomes. An international group of contributors considers how and why a variety of foreigners act strategically to avoid, delay, or change American policy with respect to a broad range of issues in world affairs. Elections have always been an integral part of post-independence African politics and have assumed utmost importance in the course of recent democratisation processes. However, comparative research on the political development in Africa lacks reliable electoral data. Elections in Africa fills this cap. The handbook is the only reliable source for African elections from independence to present. In the first volume of this series, Elections in Africa presents a country-by-country study of African nations that provides a comparative introduction on elections and electoral systems. Each country chapter examines the history of the institutional and electoral arrangements, the evolution of suffrage and current electoral provisions. Precise and exhaustive data on national elections and referendums are presented comparatively. The book provides a definitive and comprehensive set of data on elections and electoral systems in order to facilitate comparative research. Data is presented in a systematic manner allowing for both historical and cross-national comparisons.
