This book provides a robust set of health economic principles and methods to inform societal decisions in relation to research, reimbursement and regulation (pricing and monitoring of performance in practice). We provide a theoretical and practical framework that navigates to avoid common biases and suboptimal outcomes observed in recent and current practice of health economic analysis, as opposed to claiming to be comprehensive in covering all methods. Our aim is to facilitate efficient health system decision making processes in research, reimbursement and regulation, which promote constrained optimisation of community outcomes from a societal perspective given resource constraints, availab...

Health Promoting Settings in the 21st Century: New Approaches and Competencies to Address Complexity and Inequity in an Increasingly Globalized World

The Ottawa Charter specifies that health promotion “has to be facilitated in schools, homes, workplaces and community settings” because “health is created and lived by people within the settings of their everyday life; where they learn, work, play and love”. COVID-19 had a profound impact on people’s lives and settings-based approaches have been developed in different shapes and formats. COVID-19 has also highlighted social vulnerabilities and laid bare how structural drivers of health inequity interact with class, race, ethnicity, gender, and education. Evidence is needed to document how these determinants can be addressed using settings-based approaches, and how new settings such as digital media, theories and frameworks can be used to tailor context appropriate strategies. Evidence is also needed to address challenges related to sustainability, resilience, and adaptation of complex systems in view of global health issues such as geopolitical instability, climate change and migration, as well as competencies needed to address them.

This comprehensive text presents a rigorous framework from within which regulators can respond strategically to the claim by the pharmaceutical industry that lower drug prices today lead to a loss for the population’s future health due to less innovation. It starts with a critical review of the empirical evidence of the return to consumers on their ongoing investment into high drug prices in order to increase future innovation. The implicit, critical and unrealistic assumption inherent in these studies is identified, namely that the health budget can be expanded to purchase drugs at higher prices without an opportunity cost, for example, the foregone benefits of alternative investments in ...

The Ethics of Cities

Ethical dilemmas and value conflicts affect cities globally, but urban leaders and citizens often avoid confronting them directly and instead view the governance of cities as primarily an administrative task or, even worse, a merely political one. Timothy Beatley challenges readers to consider the issues in our cities not simply as legal or economic problems but as moral ones, asking readers "How can a city become more ethical?" Beatley unearths, exposes, and explores the many ethical questions cities face today and touches on many topics, from privacy and crime to racism and the ethics of public space. Drawing from recent policy debates and using extensive examples to consider complex ethical dilemmas, Beatley argues that cities must expand the definition of the moral community to include all their citizens. Cities must take profound steps to address social injustice and plan for climate change—both moral obligations—and this approachable and readable introduction to moral philosophy, urban planning, and social justice will help new generations to grapple with these global issues.

The Building of Economics at Adelaide, 1901-2001

The Economics discipline at the University of Adelaide has a distinguished 100 year history of which the University and the State of South Australia can be proud. Very few other departments, of any discipline in Australian universities, could claim to have a majority of its lecturer appointments rising to full Professor status over a period as long as 1901 to 1995. Nor would many other university departments be able to say they have had five of their graduates win Rhodes Scholarships in the past 12 years.
