This Food Policy Report explains why there is a need to place even higher priority on food security-related policies and programs in conflict-prone countries, and offers insights for policymakers regarding how to do so. To understand the relationship between conflict and food security, this report builds a new conceptual framework of food security and applies it to four case studies on Egypt, Somalia, Sudan, and Yemen. It argues that food security-related policies and programs build resilience to conflict insofar as they are expected not only to help countries and people cope with and recover from conflict but also to contribute to preventing conflicts and support economic development more broadly: by helping countries and people become even better off.
One and a half billion people still live in fragile, conflict affected areas. People in these countries are about twice as likely to be malnourished and to die during infancy as people in other developing countries.2 This outcome is often a direct consequence of conflict: conflict reduces food availability by destroying agricultural assets and infrastructure.

Economic shocks including food price shocks, environmental shocks, social shocks, political shocks, health shocks, and many other types of shocks hit poor people and communities around the world, compromising their efforts to improve their well-being. As shocks evolve and become more frequent or intense, they further threaten people’s food and nutrition security and their livelihoods. In this paper, we address the question of the agricultural market integration of Cambodia, Lao, Myanmar, Vietnam, and Philippines (CLMVP) countries within the Association of Southeast Asian Nations (ASEAN), and its other top trading partners. Using “Trade Potential” and “Competition Indices” indicators in this paper we assess the nature and extent of the agricultural market integration. We identify the exports of CLMVP countries with high export potential and comparatively low competition in export markets. This paper goes beyond the “business” case for agricultural value chain development and presents an economy-wide framework to make the “development” case. We show that there are several key transmission channels that determine the economy-wide impacts of promoting various value chains, including forward and backward economic linkages, price responses, and net employment effects. These impacts all matter for household incomes, poverty, and dietary diversity.
