Researcher-implementer partnerships for learning and impact: Lessons from IFPRI's experiences with nutrition-sensitive programming

Researcher–implementer partnerships are a subject of growing interest in CGIAR, and beyond, to help ensure research is relevant, cost-effective, and likely to scale up quickly among potential users. In 2021, as part of its synthesis strategy, the CGIAR Research Program on Agriculture for Nutrition and Health (A4NH) commissioned an external review of the International Food Policy Research Institute’s (IFPRI) researcher–implementer partnerships in the context of nutrition-sensitive programming.1 The objective of this external review was to characterize and evaluate IFPRI’s researcher–implementer partnerships with Helen Keller International (HKI) and the World Food Programme (WFP). In...

Researcher-implementer partnerships in nutrition-sensitive agriculture programming: Lessons from IFPRI’s work with Helen Keller International and the World Food Programme

Researcher–implementer partnerships are frequently mentioned as key components of agricultural research for development (AR4D) programs. However, there is little information about what these types of partnerships look like, how they perform, and what factors facilitate and/or constrain their performance. By documenting and analyzing two partnerships in detail, including their history, formation, outputs, and outcomes, this study seeks to raise awareness about and improve understanding of long-term researcher–implementer partnerships. The lessons learned from these partnerships can be used by both the International Food Policy Research Institute (IFPRI) and its implementing partner organi...

Project-level Women’s Empowerment in Agriculture: results from cognitive testing in Myanmar

When designing and evaluating policies and projects for women’s empowerment, appropriate indicators are needed. This paper reports on the lessons learned from two rounds of pretesting and cognitive testing of the project-level Women’s Empowerment in Agriculture Index (pro-WEAI) in a total of five States/Regions in Myanmar. We assess if respondents understand the modules as intended and which questions require modification based on the cultural context. We find that the questions also present in the abbreviated WEAI are generally well understood, particularly on instrumental and group agency. The challenge to respond to hypothetical and abstract questions did become apparent in the domain...

Women’s empowerment in agriculture and nutritional outcomes: Evidence from six countries in Africa and Asia

Although women’s empowerment and gender equality are associated with better maternal and child nutrition outcomes, recent systematic reviews find inconclusive evidence. This paper applies a comparable methodology to data on the Women’s Empowerment in Agriculture Index (WEAI), a recent internationally-validated measure based on interviews of women and men within the same household, from six countries in Africa and Asia to identify which dimensions of women’s empowerment are related to household-, women-, and child-level dietary and nutrition outcomes. We examine the relationship between women’s empowerment and household-level food security and dietary diversity; women’s dietary dive...
