The volume analyses how to make Science, Technology and Innovation (STI) Policies relevant for inclusive growth strategies in Africa.The base for a transformative STI policy is to link the STI policies to Africa's economic transformation policies. In a first part the general issues of introducing effective STI policies are presented. In a second part country case studies highlight the new approach. Cases such as Sudan and Nigeria are analysed, as these two countries have a long history of STI development; because of different history, size and structure they need to move in different directions towards a coherent STI policy for inclusive growth.
Agricultural research was one of the main drivers behind the enormous increases in food production in South, East, and Southeast Asia (referred to as “Asia” in the remainder of this report) during the twentieth century. The implementation of research-based agricultural methods and new technologies enhanced the quantity and quality of agricultural outputs, and led to rapid economic growth and poverty reduction. Despite these tremendous advances, Asia is still home to more than half of the world’s poor. Most of them live in rural areas where agriculture remains the main source of employment and income.
This report assesses trends in investments, human resource capacity, and research outputs in agricultural R&D—excluding the private (for-profit) sector—in LAC. It is an update of Stads and Beintema (2009), covering a more complete set of countries and focusing primarily on developments during 2006–2012/2013.1 The analysis draws largely from a set of country factsheets prepared by Agricultural Science and Technology Indicators (ASTI), which is led by the International Food Policy Research Institute (IFPRI), using comprehensive datasets derived from primary surveys and additional secondary sources targeting close to 700 agencies in 27 LAC countries.
Benin is now perceived of as a model of democracy in Africa because it has successfully established a democratic political system based on consensus and regular and fair elections, and it continues to improve its electoral and parliamentary systems. Over the past few decades, the agricultural sector of Southeast Asia has experienced robust growth and undergone a structural transformation albeit differentially across the countries in the region. The main aims of this paper are to understand the process of transformation and sources of growth in agriculture in the broader context of economy-wide changes in domestic and international markets, and to suggest technological, institutional and policy measures for faster, efficient and sustainable growth. Agricultural support policies cost more than US$800 billion per year in transfers to the farm sector worldwide. Support policies based on subsidies and trade barriers are highly distortive to markets and are also regressive as most support is provided to larger farmers. On balance, the incentives this support creates appear to increase greenhouse gas emissions that contribute to climate change. In addition, some subsidies undermine the production of more nutrient-dense commodities that are otherwise critical for the improvement of dietary outcomes.
