Over the past decade renewed interest in practical applications of Earth observations from space has coincided with and been fueled by significant improvements in the availability of remote sensing data and in their spectral and spatial resolution. In addition, advances in complementary spatial data technologies such as geographic information systems and the Global Positioning System have permitted more varied uses of the data. NASA's Human Exploration and Development of Space (HEDS) program within the Office of Space Flight has proposed a new framework for space technology and systems developmentâ€"Advanced Systems, Technology, Research, and Analysis (ASTRA) for future space flight capabilities. To assist in the development of this framework, NASA asked the National Research Council to convene a series of workshops on technology policy issues concerning the relationship of the various stakeholders in advancing human and robotic exploration and development of space. The first workshop, which is the topic of this report, focused on policy issues about the development and demonstration of space technologies. Four policy topicsâ€"selected by the project steering committee as the foci of this first workshopâ€"are discussed in the report: the rationale for human and robotic space exploration; technology as a driver for capability transformation; risk mitigation and perception; and international cooperation and competition.

In 2000, the nation's next-generation National Polar-orbiting Operational Environmental Satellite System (NPOESS) program anticipated purchasing six satellites for $6.5 billion, with a first launch in 2008. By November 2005, however, it became apparent that NPOESS would overrun its cost estimates by at least 25 percent. In June 2006, the planned acquisition of six spacecraft was reduced to four, the launch of the first spacecraft was delayed until 2013, and several sensors were canceled or descoped in capability. The Space Studies Board (SSB) was established in 1958 to serve as the focus of the interests and responsibilities in space research for the National Academies. The SSB provides an independent, authoritative forum for information and advice on all aspects of space science and applications, and it serves as the focal point within the National Academies for activities on space research. It oversees advisory studies and program assessments, facilitates international research coordination, and promotes communications on space science and science policy between the research community, the federal government, and the interested public. The SSB also serves as the U.S. National Committee for the International Council for Science Committee on Space Research (COSPAR). The present volume reviews the organization, activities, and reports of the SSB for the year 2009.
The technical, scientific, policy, and institutional environment for conducting Earth science research has been changing rapidly over the past few decades. Changes in the technical environment are due both to the advent of new types and sources of remote sensing data, which have higher spatial and spectral resolution, and to the development of vastly expanded capabilities in data access, visualization, spatial data integration, and data management. The scientific environment is changing because of the strong emphasis on global change research, both nationally and internationally, and the evolving data requirements for that research. And the policy and institutional environment for the production of Earth observation data is changing with the diversification of both remote sensing data and the institutions that produce the data. In this report, the Space Studies Board's Steering Committee on Space Applications and Commercialization explores the implications of this changing environment, examining the opportunities and challenges it presents.

The sponsors and the NRC agreed to address this task separately and to base its analysis on a major workshop. This book presents summaries of discussions at the workshop, which included sessions on the measurements and sensors originally planned for NPOESS and GOES-R; generation of climate data records; mitigation options, including the role of international partners; and cross-cutting issues.
In 1992, world leaders adopted Agenda 21, the work program of the 1992 U.N. Conference on Environment and Development. This landmark event provided a political foundation and action items to facilitate the global transition toward sustainable development. Advances in spatial, spectral, and temporal resolution over the past several years have greatly expanded opportunities for practical applications of remote sensing data. To explore the implications of these possibilities, the NRC held a series of three workshops on different facets of remote sensing applications. This report is on the third of those workshops: the development and use of remote sensing data and information by state, local, and regional governments. The steering committee was asked to examine the opportunities, potential challenges, and policy issues associated with the application of remote sensing data in the public sector including approaches and procedures for government agencies to use such data and barriers to development and use of the applications. The resulting report is addressed primarily to non-technical managers and decisions makers at all levels of government below the federal level.
