Bringing together an interdisciplinary team from across the EU, this book connects elements of cultural and planning theories to explain differences and peculiarities among EU member states. A 'culturized planning model' is introduced to consider the 'rules of the game': how culture affects planning practices not only on an explicit 'surface' but also on a 'hidden' implicit level. The model consists of three analytical dimensions: 'planning artifacts', 'planning environment' and 'societal environment'. This book adopts these dimensions to compare planning cultures of different European countries. This sheds light not only on the organizational or institutional structure of planning, but also the influence of deeper cultural values and layers on planning and implementation processes.

The Institutionalisation of European Spatial Planning aims to clarify the enterprise of European spatial planning. The emphasis of the book lies on the need for a better understanding of the process of European integration in general. It particularly points at the emerging middle range theories that used concepts that were showing similarity to those that academics –those writing about planning– were accustomed to, such as networks, discourses and governance. The focus of this book is mostly on the post-European Spatial Development Perspective (ESDP)– the Committee of Spatial Development – from 1999 until now. As it is collection of articles, it has a different gestation process and does not tell a story from A to Z. What this book is about, however, is merely the issue concerning the institutional capacity of the ESDP and whether this has evaporated or not. The fact that this book exists at all suggests it has not.

Since its foundation the European Union has gradually developed policies that are aimed at achieving increased economic and social cohesion. This book examines the most recent of these, the concept of territorial cohesion. Territorial cohesion is the pursuit of balanced development, competitiveness, sustainable development, and good governance. These concerns are most readily addressed by the formulation of spatial strategies under the umbrella of spatial planning, that brings together a multitude of public and private actors in a process that requires cohesion, coherence and co-operation.
