Opposition to the Oahe project was intense and well organized. After four years of bitter competition, an energetic and resourceful grassroots group, United Family Farmers, wrested control of the Oahe conservancy district board, a government agency that had been an ardent supporter of the irrigation project. That political triumph led to the only victory in the West by a grassroots group over the Bureau of Reclamation and the irrigation and business establishment.

As wartime hysteria mounted following the December 1941 attack on Pearl Harbor, President Franklin D. Roosevelt issued Executive Order 9066, and the U.S. government began forcibly relocating all West Coast individuals with Japanese ancestry to one of ten sites in inland states. Totaling close to 120,000, the majority were American citizens. The Minidoka War Relocation Center, a newly constructed camp at Hunt, Idaho, first opened in August 1942. Most of its approximately 9,300 incarcerees came from Portland, Seattle, Tacoma, and surrounding regions. It was a painful experience with lasting repercussions.
