Daniela Strüngmann entwickelt ein integratives Legitimitätsmodell, mit dem sie die Akzeptanz öffentlicher Verwaltung bei den Bürgern erklärt. Anhand eines Mehrmethodenansatzes gewinnt sie aus der Empirie eine Typologie von Akzeptanztypen und untersucht Einflussfaktoren wie bspw. Behördenkontakte, Einstellungen im sozialen Umfeld oder Medienberichte sowie ihr Zusammenspiel. Es zeigt sich, dass die Bewertung der Verwaltung nicht auf ihr negatives Image verkürzt werden kann. Überdies wird deutlich, dass die Einstellungen zur Verwaltung auch Wahlentscheidungen und politische Einstellungen beeinflussen können.
